Title
Unauthorized accounts must not have the Modify an object label user right. (Cat II impact)
Discussion
Inappropriate granting of user rights can provide system, administrative, and other high-level capabilities. Accounts with the "Modify an object label" user right can change the integrity label of an object. This could potentially be used to execute code at a higher privilege.
Check Content
Analyze the system using the Security Configuration and Analysis snap-in. Expand the Security Configuration and Analysis tree view. Navigate to Local Policies >> User Rights Assignment. If any accounts or groups are granted the "Modify an object label" right, this is a finding.
Fix Text
Configure the policy value for Computer Configuration >> Windows Settings >> Security Settings >> Local Policies >> User Rights Assignment >> "Modify an object label" to be defined but containing no entries (blank).
