Implement a reference monitor for organization-defined access control policies that is always invoked.

Implementation Guidance

Determine if a reference monitor is implemented for [AC-25_ODP; access control policies for which a reference monitor is implemented are defined] that is tamper-proof, always invoked, and small enough to be subject to analysis and testing, the completeness of which can be assured.
